Since 1967, Israel has forbidden Palestinians from constructing any water installation without first getting a permit from the Israeli army, which is near impossible to obtain. In this way, Israel even controls the collection of rain water. Rainwater harvesting cisterns owned by Palestinian communities are destroyed by the Israeli army.
