The Oslo agreement set a 20 nautical mile limit for Gaza's fishermen. Israel has steadily reduced that to no more than 3 nautical miles in a sea polluted by untreated sewage. But even being within get zone didn't prevent this board from being attacked by an Israeli gunboat.
