That process is well advanced in the occupied West Bank where water has been controlled by Israel since its occupation began in 1967. While Article 40 of the 1995 Oslo II Interim Agreement between Israel and Palestinians set up a Joint Water Committee, Israel retained veto power over all Palestinian water proposals and no constraints were placed on the amount of water it could take from occupied Palestinian territory.”
